Winter Shelter Program
Due to forecasted weather, County Weather-Activated Shelters will remain open
from Monday, November 1, 2021 at 5:00 p.m. until Thursday, March 31, 2022 at 7:00 a.m.
Should you or someone else need shelter, please call 2-1-1 and/or the shelter hotline number 1-800-548-6047 to inquire about bed availability and to be granted access to transportation.

The Winter Shelter Program: Winter shelters provide shelter, warmth, food, and comfort to homeless individuals during the cold and wet weather season. In addition to temporary emergency shelters, each program location provides access to supportive services and housing assistance. LAHSA coordinates the Winter Shelter Program in partnership with the California National Guard, the county of Los Angeles, and the city of Los Angeles.
LAHSA is a joint powers authority of the city and county of Los Angeles, created in 1993 to address the problem of homelessness in Los Angeles County. LAHSA is the lead agency in the HUD-funded Los Angeles Continuum of Care, and coordinates and manages over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.
LAHSA's regular winter shelters are also open for 24-hours, 7 days a week, and will remain open until Thursday, March 31, 2022 . The Weather-Activated Shelter Program is a short-term weather activated emergency response to provide individuals experiencing homeless a safe and supportive short-term shelter during severe inclement weather. This program operates to protect individuals from the rain and cold weather to avoid conditions such as hypothermia, pneumonia and other conditions caused by cold temperatures. Sites may activate if one or two of the following conditions are met:
- Two consecutive days where daytime temperature highs are below 50 degrees
- Nighttime lows are below 40 degrees
- One or more consecutive days of heavy rainfall
El Programa de Refugio Activado por el Clima es una respuesta de emergencia activada por el clima a corto plazo para proporcionar a las personas sin hogar un refugio seguro y de apoyo a corto plazo durante las inclemencias del tiempo severas. Este programa opera para proteger a las personas de la lluvia y el clima frío para evitar condiciones como hipotermia, neumonía y otras condiciones causadas por temperaturas frías. Los sitios pueden activarse si se cumplen una o dos de las siguientes condiciones:
