About 100 people attended a May 31 invitation-only event outside the PATH (People Assisting the Homeless) offices at 340 N. Madison Avenue where the Los Angeles Homeless Services Authority released the results of its 2018 Los Angeles homeless count. Some 8,500 volunteers over three days in January covered every census tract in the county. The results, along with thousands of interviews with homeless people, have been under analysis by statisticians at USC.
For the first time in four years the numbers went down instead of up. The gains were modest - 3% fewer homeless in the county, 5% fewer in the city - but at least the motion was in the right direction.
By now everyone has seen the gross numbers. For the county, the homeless are down from 55,048 in January 2017 to 53,195 in January 2018; for the city, it was a little better, dropping from 38,138 to 31,516. We will dig into the details further on.

CONTINUE READINGThe February 12 Los Angeles Times ran a long article on measures before the City Council to rapidly secure housing for the homeless. A major part of their report focused on a measure to make it easier to convert motels into shared rooms or small apartments. The case they featured as a successful example was a motel on Figueroa in South Los Angeles, in Service Planning Area 6 (SPA6), leased to the First To Serve homeless service agency:
“The onetime motel on Figueroa Street houses dozens of formerly homeless women and children, who sleep in simple rooms furnished with dressers and televisions and eat dinners of chicken enchiladas and chili downstairs.

The Los Angeles Homeless Services Authority (LAHSA), the City of Los Angeles, and the County of Los Angeles are having community input sessions on the how the State's Homeless Housing, Assistance, and Prevention (HHAP) Grant Program funds can be utilized.
This program, now in its third round of funding, is designed to provide resources to: (1) each Continuum of Care; (2) each of the 55 counties; and (3) the State's 13 largest cities. Locally, the $1 billion allocation includes:
LA CoC: $84.2 million
LA County: $82.3 million
LA City: $143.6 million
Uses of the funding are quite broad. Please see pages 15-16 of the NOFA for more details.

There is still time to give input on the future of Measure H strategies. At the direction of the Board of Supervisors, the County Homeless Initiative is reassessing its strategies for addressing and preventing homelessness. It is also inviting public input on the updated strategies.

Both the city and county of Los Angeles in January 2016 produced extensive plans for long-term dealing with homelessness. This is the county's final plan, issued in February 2016. Click on the link below to view the document, a 130-page PDF.

Homelessness in South Los Angeles
The primary purpose of this paper is to provide a thorough understanding of homelessness in Los Angeles as it pertains to the Eighth City Council District and South Los Angeles more broadly. On January 13, 2016, the City of Los Angeles released a Comprehensive Homeless Strategy detailing over 60 strategies to combat homelessness. The citywide view is sweeping, expansive, and comprehensive, but falls short when detailing the geographic and demographic particularities of South Los Angeles.
